Hi,
I'd pick crawlability. Meaning that if the search engine spiders can't follow all of the links on your site then your site won't get indexed properly. If you're site isn't getting indexed properly then keywords, title tags, text etc. won't matter.

I'd have to say in bound links. The more links you have FROM high PR and high RELEVANT websites (NOT link farms, casino scams, etc. .... and low PR non-professional sites)....the higher your website PR and subsequently the higher your listing in the SE directories.
This is a big factor often overlooked by most internet marketers. Not all links are created equal. Guard who you link with carefully. Don't link to sites with a PR lower than yours. Don't link to sites who's "subject" is not relevant to yours. It's NOT how many links to you there are...it's the quality of those links.

the website content is also important... the keywords used must be relevant to the nature or theme of the website or business.
