Yes, Google does use PageRank to determine your organic positioning. Rightfully so, Google created PageRank.
The details about PR is known only to Google Engineers, so everything read about PR, including this post, is only speculation. However, the algorithm is readily available for scrutiny. No where in the equation does it include a variable for website "theme" or "relative content." Just plain 'ol links.
It's far more likely that Google sees a link to your site as a vote, in which the weight of that vote is determined by that webpages PR, and nothing else. It's common among Internet marketers to believe that links to your site should be on sites with content relative to your own. I choose to think the contrary. I'm even inclined to believe that Google doesn't care about the anchor text you choose to use to link to your site. I've done a lot of backlink research on my site and have come to the conclusion that as long as it links to my site, it's counted and PR is passed according to the algorithm.
It is also known, that Google does not index known link farms. Even if they did, they would have zero PageRank to pass, due to high outbound links and little to no inbound links.
